Substance Abuse Monitoring System

The Substance Abuse Monitoring System (SAMS) was created by the Minnesota Department of Human Services in response to a 1993 legislative mandate to develop tools for using chemical health-related data in Minnesota. SAMS was designed with the assistance of a multidisciplinary task force which included representatives from the fields of human services, education, law enforcement, and health care.

SAMS presents county level data on 23 substance abuse-related indicators which have been classified into five major categories: Community Environment, Youth Risk Factors, Direct Prevalence, Law Enforcement, and Services Utilization. These indicators were chosen to include measurements four different aspects of the issue of substance abuse: risk factors for chemical dependency, behavioral indicators of chemical dependency, actual use of drugs, alcohol, and tobacco, and chemical dependency detoxification and treatment admissions figures. The data used by SAMS is collected from a variety of state and federal government agencies.
